Applicable law The general rule of the Convention is contained in Article 13. In exercising their jurisdiction under the Convention, the authorities of the Contracting States shall apply their own law. Some flexibility is permitted, however. According to Article 13(2), in so far as the protection of the person or the property of the adult requires, the authorities concerned may exceptionally apply or take into consideration the law of another State with which the situation has a substantial connection. Article 14 draws a distinction between measures adopted and the conditions of implementation of those measures.
